I find it hard to believe that anyone thinks that reducing federal income tax will improve the unemployment numbers. In January of 1993 when Bill Clinton took office the unemployment numbers were 7.3% when he left office in 2001 the employment numbers were 4.2 %.
After George Bush's first term in office the unemployment rate had increased to 5.3%. This was after he had reduced taxes on everyone. Obviously the premise that reducing federal income tax would improve unemployment was false. In fact in 2009 when George Bush left office the unemployment numbers had increased to 7.8%. This was an increase of 3.6% during his eight years in office. The unemployment numbers in George Bush's second term increased 2.5%.
The unemployment numbers in Barack Obama first term went from 7.8% to 9.1% an increase of 1.3%.
